"The uniqueness of this report is that it makes cities' 'cognitive assets' in AI visible, measurable, and comparable for the first time," Pangpei said. "Behind each score lies a corresponding direction for development."

III. From Theory to Data: The Continuous Deepening of a Theoretical System

From theoretical articles to in-depth interpretations, and from case stories to data reports—the "Xuexi Qiangguo" platform's presentation of the Pangpei Index and its theoretical system is forming a complete closed loop of "theoretical explanation—case validation—data support."

Previously, the platform published Pangpei's "Overview of AI Cognitive Sovereignty Theory" and "AI Cognitive Competition Theory," along with an in-depth interpretation article titled "From Resource Competition to Cognitive Competition: Pangpei Proposes a New Framework for Global Competitiveness Restructuring in the AI Era."
