(Beijing, January 15, 2026) A mega-project aimed at building the most comprehensive and authoritative knowledge system in the global intelligence field—the compilation plan for the World Intelligence Overview (20-volume edition)—was officially unveiled in Beijing. Initiated by the World Intelligence Cooperation Organization (WICO) in collaboration with top global academic institutions and seasoned intelligence professionals, the project is scheduled to take five years to complete, alongside the simultaneous development of a supporting digital platform. This marks a new phase in the integration and innovation of intelligence studies knowledge.

The overarching goal of the World Intelligence Overview compilation project is to construct an ultimate knowledge system structured around twenty core dimensions, systematically organizing the complete trajectory of intelligence activities from 3000 BCE to 2025. The work is planned to comprise 20 volumes and over 130 sub-volumes, covering a full spectrum of fields including historical origins, theoretical jurisprudence, technical methods, organizational management, cross-domain applications, and future outlooks. It adopts a rigorous five-level structure of "Part-Chapter-Section-Item-Sub-item" to ensure clear outlines and comprehensive formatting. Adhering to the compilation principles of "completeness, novelty, depth, accuracy, and applicability," the project aims to provide an encyclopedic tool with both theoretical depth and practical guidance for government decision-makers, intelligence practitioners, academic researchers, and related industries.

One of the project's greatest innovations is the simultaneous construction of the "World Intelligence Knowledge Graph" v2.0 digital platform. This platform will comply with W3C international knowledge graph standards, enabling intelligent semantic search of the entire content, visualization of cross-volume knowledge associations, version comparison and dynamic updates, as well as supporting collaborative research among global scholars and real-time integration of threat information, creating a "living" digital infrastructure for intelligence studies.

To ensure the authority, impartiality, and sustainability of the compilation work, the project announced the formation of an unprecedentedly diverse international editorial committee. This committee includes not only top global intelligence studies scholars, retired senior intelligence officials, and experts from various fields, but also innovatively invites representatives from leading defense technology enterprises, cloud computing and big data companies, financial and insurance groups, professional consulting agencies, and major publishing houses to serve as editorial board members. Currently, institutions such as China Vision New Media Internet Television (Beijing) Co., Ltd., China Digital Global Tourism Channel Co., Ltd., Beijing Northern Future Vocational Skills Appraisal Center, and Beijing Northern Quanliang International Education Technology Co., Ltd. have joined the editorial committee and commenced operations. This unique "government-industry-academia-research-application-media" integrated framework aims to pool global wisdom and resources, ensuring comprehensive support for the project in terms of academic research, technological application, practical case studies, and financial backing.

"The World Intelligence Overview is not only the first systematic summary of millennia of intelligence wisdom but also a knowledge cornerstone for addressing complex security challenges in the new era," said Mr. Pang Huanlun, Chairman of the International Editorial Committee and a member of the China Zhi Gong Party. "We believe that through global collaboration and resource integration, this magnum opus and its digital platform will become indispensable authoritative resources for national decision-making, strategic planning, academic research, and professional training, helping to build a safer, more transparent, and efficient knowledge-driven global security governance framework."

The project's funding will adopt a diversified model, including applying for national and international social science funds, seeking strategic donations from enterprises and foundations, developing institutional subscriptions, and offering value-added services based on the digital platform. The compilation work will establish strict mechanisms for peer review, confidentiality coordination, and ethical review to ensure the rigor and appropriateness of the content.

The launch of the World Intelligence Overview compilation project is a milestone in the history of intelligence studies. As subsequent compilation work unfolds, its outcomes will have a profound impact on the production, dissemination, and application of global security knowledge.
