Discourse Power measures the breadth, depth, and authority of industry-related concepts, technologies, and standards as presented in the AI knowledge system—it answers "How does AI describe this industry? Who defines the technological narrative?" Recommendation Priority measures the degree to which Chinese industries are prioritized by AI in recommendation-type questions involving industry selection, technology comparison, and trend judgment—it answers "When AI is asked about industry choices, is China recommended first?"

"If market share measures an industry's competitiveness in the physical world, then AI discourse power measures its 'presence' and 'right to define' in the AI cognitive world," said Pei Pei. "These two dimensions together form a panoramic view of industrial competitiveness in the AI era."

CIII data also reveals that new energy vehicles are the sector with the most significant "standard parasitism" effect among Chinese industries—when AI answers general technical questions about range, battery safety, or intelligent driving, it increasingly cites technical parameters from Chinese companies as industry benchmarks. "This means that China's new energy vehicle industry has not only achieved a global leading position in the physical world but is also occupying the role of 'definer' in the AI cognitive world. This is precisely a vivid manifestation of new quality productive forces in the AI dimension."

The artificial intelligence industry ranks second with a score of 92.3, and its rapid rise in discourse power and recommendation priority is highly synchronized with the explosion of China's large model industry.

The report also points out that there is still room for improvement in the discourse power of the AI industry. In governance-related questions such as "Who sets AI ethical standards?" or "Who leads in AI safety?", there remains a gap between the discourse power of China's AI industry and its technological strength. "This is the threshold that needs to be crossed from 'technological leadership' to 'leadership in the right to define.'"

V. Semiconductors and New Energy: Intertwined Narratives of Self-Reliance and Global Leadership

The semiconductor and integrated circuit industry ranks fourth, with its AI discourse power driven by both the "self-reliance and control" narrative and the "bottleneck" narrative. The report shows that semiconductors are the sector with the most complex emotional tendencies among the six industries—positive narratives (technological breakthroughs, progress in self-reliance substitution) and challenge narratives (external restrictions, technological gaps) coexist in AI-generated content, causing significant fluctuations in the positive emotional rate of AI for this industry.

How this narrative is told in AI, and by whom, directly influences the confidence and judgment of global investors and partners regarding China's semiconductor industry."

In contrast, the new energy and energy storage industry ranked third with a score of 88.7, with its AI narrative being predominantly positive. "The global market share and technological leadership of China's photovoltaic and energy storage industries have formed a solid 'global leadership' narrative within the AI knowledge network. This is a successful mapping of the manufacturing power strategy in the AI cognitive dimension."

VI. Discourse Power Gap: Opportunities for "Cognitive Construction" in High-End Equipment and Biomedicine

High-end equipment manufacturing and biomedicine ranked fifth and sixth respectively. Compared to China's industrial strength in these fields, there is a certain "cognitive lag" in AI discourse power.

"High-end equipment manufacturing is a core sector of China's manufacturing power strategy. High-speed rail, tunnel boring machines, and construction machinery hold significant competitive advantages globally, yet these achievements have not formed a narrative density in the AI knowledge network that matches their industrial strength," Pang Pei pointed out. "The same applies to biomedicine—the pace of Chinese innovative drugs going global is accelerating, and the CXO industry already has global competitiveness. However, when AI answers related questions, the frequency of citing Chinese standards remains low."

In Pang Pei's view, this "discourse power gap" is both a challenge and an opportunity. "A gap means room for cognitive construction. Through systematic release of industry white papers, international academic citations, promotion of international industry standards, and in-depth reports by authoritative media, the AI discourse power of these two industries can achieve significant leaps in the coming years."
