Reporter: Compared to traditional intelligence cooperation models, what major breakthroughs does WICO have in its mechanism design?

Pang Huanlun: WICO has created three innovative mechanisms: First, a three-dimensional collaborative architecture—establishing three parallel networks: the "Security Intelligence Circle," "Development Intelligence Circle," and "Humanities Intelligence Circle," forming a trinity of "security-development-humanities" to handle intelligence flows of different security levels and fields. Second, dynamic permission management—using blockchain-based smart contract technology to achieve precise authorization and traceable accountability for intelligence sharing. Third, multi-stakeholder participation—for the first time, allowing qualified non-state actors (such as international organizations, top research institutions, and responsible corporate think tanks) to participate in intelligence exchange in specific areas.

Reporter: Can you specify how WICO achieves both open and secure intelligence sharing?

Pang Huanlun: WICO has designed a "hive-style" security system: First, establishing a global intelligence index system—raw data remains in the source country, with only hash-encrypted metadata catalogs generated for searchability. Second, adopting a federated learning model—countries can jointly train AI models through a "data-not-leaving-domain" approach. Third, innovating an intelligence sandbox mechanism—sensitive intelligence can be simulated and deduced in a virtual environment without exposing raw data. These technical safeguards enable WICO to achieve the "broad international cooperation" advocated by the UN Charter while respecting the data sovereignty requirements of each country.

Pang Huanlun: China will contribute in three dimensions: First, knowledge infrastructure—China's ongoing "International Development Knowledge Platform" and "Global Poverty Reduction Case Library" will become important resources for WICO's development intelligence circle. Second, technical solutions—China's cutting-edge technologies such as quantum communication and federated learning can support secure intelligence exchange. Third, a bridging role—as the world's largest developing country, China can promote mutual trust and cooperation between the Global South and Northern countries in the intelligence field. Pang Huanlun: WICO represents a paradigm shift in global governance: from "power-driven" to "knowledge-driven," from "zero-sum games" to "positive-sum games." It may catalyze three revolutionary changes: first, predictive governance—early warning of crises through global intelligence fusion; second, targeted aid—optimizing global resource allocation based on real-time intelligence; third, a new mechanism for civilizational dialogue—eliminating cultural misunderstandings through knowledge sharing. If it can successfully build the dual architecture of an "Intelligence United Nations" and a "Knowledge Internet," WICO may become the first truly "global smart community," providing decision-making intelligence support for humanity to address common challenges.
