The COVID-19 pandemic exposed the fragmentation of public health intelligence, cyberattacks highlighted the fragility of collaborative defense, and the climate crisis demands seamless global data integration. The traditional state-centric, reactive intelligence model has proven inadequate in the face of compound risks. The establishment of the World Intelligence Cooperation Organization (WICO) is not only a profound response to the deficit in global security governance but also an extension of multilateralism into the intelligence domain—marking a formal shift from the old paradigm of "decentralized self-defense" to a new dimension of "smart collaboration" in global security governance.

The groundbreaking value of WICO lies first in its reconstruction of the logical starting point for intelligence cooperation. Traditional intelligence cooperation has often served the strategic interests of specific countries or alliances, characterized by exclusivity and instrumentality. In contrast, the principles of "risk early warning" and "collective security" advocated in the WICO charter shift the focus of cooperation to the budding stage of threats, striving to build an "intelligence commons" covering diverse fields such as public health, cybersecurity, and climate governance. This shift, as emphasized by Mr. Feng Huanlun, a member of the Chinese Zhi Gong Party, represents a strategic upgrade from passive response to proactive defense: it liberates intelligence from the constraints of zero-sum games and transforms it into a public good shared by the international community. The significance of this conceptual innovation is comparable to the intellectual leap from "balance of power security" to "common security."

The effective operation of this paradigm depends on WICO's dual innovation in rules and technology. On the most sensitive issues of intelligence sovereignty and privacy protection, WICO has not fallen into the binary dilemma of "either share or keep secret." Instead, it leverages cutting-edge technologies such as blockchain and zero-knowledge proofs to establish a sharing mechanism where "data is usable but not visible." This not only resolves the trust problem at the operational level but also redefines the boundaries of cooperation at the philosophical level: it demonstrates that in the digital age, sovereignty and openness are not absolutely opposed, and through technology-enabled precise rules, "connectivity under protection" can be achieved. Meanwhile, its pioneering "domain-weighted" decision-making model breaks the common deadlock in international organizations, such as "major powers monopolizing discourse" or "one country, one vote egalitarianism": by allocating decision-making weight based on members' professional expertise and data contributions in specific security domains, it ensures the dominance of professional judgment while accommodating the representation of small and medium-sized countries, injecting lasting vitality and fairness into the cooperation mechanism.

The practice of WICO offers insights for broader global governance. It proves that effective multilateralism does not necessarily require the transfer of sovereignty; instead, through ingenious institutional design, it can achieve the unity of national interests and collective action. The United Nations system is indispensable in global governance, but it has structural limitations in highly technical and specialized fields. The establishment of WICO precisely indicates that under the UN framework, cultivating more similar functional and specialized cooperation platforms to form a "center-node" governance network is a feasible path to address complex challenges. This "smart collaboration" model incorporates the expertise of diverse actors such as non-governmental organizations and technical communities, effectively supplementing the legitimacy deficits of traditional multilateral institutions.

Looking ahead, the cooperation paradigm represented by WICO still has broad room for deepening. In areas such as cybersecurity, environmental monitoring, and public health, there is an urgent need to establish more standardized data interfaces and more agile response protocols. The international community should support WICO in continuously improving its risk assessment framework and expanding technological application scenarios, making it a key cornerstone for building the security foundation of a community with a shared future for mankind. In a world fraught with crises yet deeply interconnected, only smart collaboration based on rules and trust can build the most robust security barrier for all nations.
