The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China reviewed and adopted the "Recommendations of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development," elevating the coordination of development and security to a new strategic height and charting the course for safe development in the new era. Against this backdrop, security intelligence training and certification have become a crucial link in implementing the spirit of the Fourth Plenary Session and promoting high-quality security development.

The Fourth Plenary Session explicitly proposed "advancing the modernization of the national security system and capacity, and building a higher level of Peaceful China," unswervingly implementing a holistic approach to national security. "Security" became a keyword in the communiqué, covering areas from food and energy to finance and the internet. The session established a comprehensive "grand security" framework, encompassing both traditional and non-traditional security fields. This demonstrates the decision-makers' clear understanding and strategic foresight regarding complex challenges.

The Fourth Plenary Session pointed out that China's development is in a period where strategic opportunities coexist with risks and challenges, and uncertain and unpredictable factors are increasing. In this context, the cultivation of security intelligence talent is shifting from a strategic reserve to the forefront of practical operations. Bill Gates once said, "The best way to keep your company ahead of many others is to use information to do the best work. How you collect, manage, and use information will determine your win or loss." In today's era of intertwined geopolitical and technological competition, this assertion is even more prominent. As international competition intensifies, China is actively laying out future industries, such as artificial intelligence and quantum technology, all of which rely on precise and efficient security intelligence support. Security intelligence training is urgent.

Facing a complex and changing security environment, traditional intelligence work models are unsustainable. The Fourth Plenary Session proposed building "a modern industrial system with advanced manufacturing as the backbone." The security intelligence system also needs to move towards modernization, intelligence, and specialization. Security intelligence work should expand from a single domain to a comprehensive dimension, covering areas such as counter-terrorism and stability maintenance, cybersecurity, and public health crises. On the technical level, it is necessary to fully utilize advanced tools such as big data analysis and blockchain to achieve secure sharing. The "hive-type" security system designed by the World Intelligence Cooperation Organization (WICO) provides an innovative paradigm for future security intelligence work.

Institutions such as the Intelligence Research and Training Center of the Beijing Northern Future Vocational Skills Appraisal Center are filling the talent gap in the security intelligence field through specialized and systematic training programs. These trainings focus on cultivating talents' abilities in intelligence acquisition and analysis, emphasizing practicality and operability. At the same time, the international certification system is gradually improving. WICO has established a three-dimensional collaboration framework to promote international cooperation and standard co-construction in the security intelligence field.

The Fourth Plenary Session emphasized building a modern industrial system, highlighting the direction of "intelligence, green development, and integration." Security intelligence work will support high-quality development from three dimensions: at the national security level, providing precise risk warnings and decision-making support for key areas; at the enterprise competition level, competitive intelligence becomes a core weapon for companies to maintain competitiveness; at the national technology strategy level, technical intelligence work helps identify high points in technological development, avoiding resource waste and deviations in technological pathways.

Professional training and certification in security intelligence serve as a key bridge connecting the strategic deployment of the Fourth Plenary Session with practical capabilities. As the new journey of the 15th Five-Year Plan begins, security intelligence talent will become an important force driving the nation forward in the practice of coordinating development and security.
