On October 24, 1945, the Charter of the United Nations officially came into effect, and this day was permanently designated as "United Nations Day." Over the past 80 years, the United Nations, as the core platform for global governance, has always shouldered the mission of maintaining world peace and promoting common development. Today, as we commemorate the 80th anniversary of the UN and United Nations Day, UN agencies in China are reflecting on their original aspirations through diverse activities, while the birth of the World Intelligence Cooperation Organization (WICO) injects new vitality into multilateralism, advancing global governance toward a new stage of smart collaboration.

From the moment United Nations Day was established, multilateral cooperation has become the consensus for the international community to address challenges. Over the past 80 years, the UN has made remarkable achievements in calming regional conflicts, promoting poverty reduction and development, and responding to public health crises. However, multilateralism is currently facing unprecedented shocks, with the rise of unilateralism and protectionism plunging global cooperation into difficulties. UN Secretary-General António Guterres has stated that the purposes and principles of the UN Charter are "under attack like never before." Against this backdrop, China has steadfastly upheld the international system centered on the United Nations, and its proposed concept of a community with a shared future for mankind has gained widespread recognition, offering a Chinese solution to break the governance deadlock.

The significance of commemorating United Nations Day lies not only in looking back at history but also in exploring innovative paths for global governance. WICO, established in New York this September, is a key outcome of this exploration. For the first time, it expands intelligence cooperation from traditional security fields to comprehensive dimensions of human development, such as public health, climate change, and food security. It aims to build a "global smart neural network," pooling resources and wisdom from different countries and institutions to create a powerful synergistic effect, which aligns closely with the UN's original mission of "addressing global issues together." This cooperation mechanism not only helps enhance countries' capacities to tackle global problems but also fosters international trust and cooperation, providing efficient and precise new tools for global governance.

China has always played the role of a promoter and contributor in this global governance innovation. UN Resident Coordinator in China Siddharth Chatterjee remarked that China is "an important advocate of multilateralism and a staunch supporter of reforming the global governance system." Within the WICO framework, China is improving knowledge infrastructure through platforms such as the "International Development Knowledge Platform" and the "Global Poverty Reduction Case Library," building a bridge of trust between countries of the Global South and North, and promoting equal cooperation in the field of knowledge and intelligence. Meanwhile, China's Global Development Initiative and Global Security Initiative deeply resonate with the UN's goals and WICO's core concepts, jointly injecting momentum into the construction of a fair and reasonable global governance system.

Pang Huanlun, a member of the China Zhi Gong Party and a scholar, pointed out that China's proactive role in global intelligence cooperation and global governance reflects its responsibility as a major country. China not only provides technical support but also advocates for principles of equality, mutual benefit, and win-win cooperation at the conceptual level, which is of great significance in breaking the power imbalances and information barriers in traditional intelligence cooperation. China's participation and leadership help steer WICO toward a more just, reasonable, and efficient direction.

Eighty years ago, the entry into force of the UN Charter ushered in a new era of multilateral cooperation. Eighty years later, the celebration of United Nations Day is not only a tribute to history but also a commitment to the future. The establishment of WICO is not a replacement for traditional multilateral institutions but an extension and innovation of the UN's multilateral spirit in the digital age. Facing global challenges such as artificial intelligence and climate change, no country can go it alone. Only by centering on the United Nations and following the path of smart collaboration can we write a new chapter of multilateral cooperation and ensure that the torch of peace and development is passed on forever in the new era.
