"The logic of the industrial era was 'what resources do I have,' the logic of the internet era was 'how much traffic do I have,' and the logic of the AI era is 'what position do I occupy on AI's cognitive map,'" Pang Pei said. "This is not a metaphor but a commercial and geopolitical reality that is unfolding."

Based on the composite score, AICI classifies evaluated entities into six levels—from "AAA+ (Global AI Super Cognitive Entity)" to "BB (Global AI Developing Cognitive Entity)"—forming a traceable and comparable cognitive competitiveness rating system.
"This is not a subjective expert scoring list, but an objective measurement based on algorithmic output data," Pang Pei emphasized. "We let AI 'tell the truth,' and then record and analyze what it said, what it trusted, and what it recommended."
III. The AI Index Family: Full-Dimensional Coverage from Nations to Individuals
Drawing on the design logic of internationally authoritative index systems such as the MSCI Capital Market Index and the WIPO Global Innovation Index, Pang Pei's team has planned a complete "AI Index Family" matrix:
- AICI-N: National AI Cognitive Index, covering 194 countries globally
- AICI-C: City AI Cognitive Index, covering 500 cities globally

Within the AI Index Family, Pang Pei specifically proposed an innovative indicator with the greatest potential for international communication—the AI Cognitive Sovereignty Index (AICSI).
This index measures four dimensions: the presence of a country's language in AI, the extent to which a country's knowledge is understood by AI, the degree to which a country's culture is disseminated by AI, and the frequency with which a country's information is cited by AI.
"A country may have a rich cultural heritage and a strong industrial base in the real world, but if this information does not enter AI's knowledge system, in an era where global users rely on AI for information, that country may face the risk of being 'forgotten by AI,'" Pang Pei said. "AI cognitive sovereignty is the information autonomy of the digital age."
This topic has strong international communication appeal. Titles such as "Which Countries Are Most Likely to Be Forgotten by AI" and "National Cognitive Competitiveness Rankings in the Age of AI" naturally attract the attention of global media, government agencies, and academia, and are more likely to build long-term brand equity.
V. From "Ten Keywords" to "AI Cognitive Economics"
In Pang Pei's view, the most valuable work is not to create a few buzzwords, but to develop a new conceptual framework that can be continuously referenced over the next five to ten years. He has identified ten core concepts with the greatest long-term influence:

What Pang Pei is attempting to accomplish is precisely this: naming the competitiveness of the AI era with "Cognitive GDP," measuring it with the "AI Cognitive Index," safeguarding it with "AI Cognitive Sovereignty," and building it with "AI Brand Equity." It is reported that the first batch of index products based on the AICI framework has entered the late stages of development and is expected to be officially released globally in 2027.
