Pang Pei's Team Releases Inaugural AICI Global Ranking, Redefining the Competitive Benchmark in the AI Era with "Cognitive GDP"
While the world still measures national strength by GDP and corporate value by market capitalization, a more subtle competition has quietly unfolded in the "cognitive world" of AI. Who gets prioritized by AI recommendations? Who earns deep trust from AI? Who holds an irreplaceable position in AI's knowledge network? The answers to these questions are becoming key variables that will determine the winners of the next decade.
Pang Pei, a member of the Cultural Committee of the Central Committee of the China Zhi Gong Party, President of the China Vision GEO Research Institute, and initiator of the WICOWEB Global AI Cognitive Research Center, recently released the inaugural global ranking based on his AI Cognitive Index (AICI) theoretical framework — the AI Cognitive Competitiveness Top 100. This is the world's first comprehensive cognitive competitiveness ranking solely based on real output data from major AI models, covering dimensions such as countries, enterprises, and brands.
"If GDP measures a country's economic output in the physical world, then AICI measures a subject's 'cognitive output' in the AI world — what we call Cognitive GDP," Pang Pei stated at the launch ceremony. "The winners of the next decade may not immediately appear in financial reports, but they have already emerged in AI's answers."
I. AICI Top 100: The "Cognitive Coordinates" in the AI World
The inaugural AICI Top 100 ranking systematically evaluates countries, enterprises, and brands worldwide across five dimensions: AI Visibility, AI Trustworthiness, AI Dissemination, AI Influence, and AI Future Potential. The evaluation data is derived from standardized collection across 15 mainstream global AI models, covering 7 languages.
In the National Cognitive Competitiveness dimension, the ranking reveals a clear pattern: countries with abundant multilingual content supply, strong authoritative source networks, and active knowledge output hold significant advantages on AI's "cognitive map." Some medium-sized countries with long histories and rich cultural heritage, due to successful digitization and structural transformation of their cultural assets into the global AI knowledge system, rank higher than their traditional GDP rankings. This confirms Pang Pei's earlier judgment: "In an era where international communication enters the 'cognitive competition' phase, the yardstick for measuring discourse power must include not only GDP but also Cognitive GDP."
In the Enterprise Cognitive Competitiveness dimension, the ranking reveals several key trends: First, enterprises with a "cognitive parasitism" effect — those that become unavoidable reference points for AI in their core sectors — consistently rank at the top. Second, enterprises with sustained "thought output" (industry white papers, technical standards, academic publications) score significantly higher in AI trustworthiness than those relying solely on conventional brand communication. Third, global narrative capability is highly positively correlated with multilingual AI visibility.
II. AAA+ Rating: Who Has Obtained the "Highest Trust Credential" in the AI World
The AICI rating system draws on internationally accepted credit rating logic, dividing evaluated subjects into six levels — from "AAA+ (Global AI Super Cognitive Entity)" to "BB (Global AI Developing Cognitive Entity)."
In the inaugural evaluation, subjects rated AAA+ share the following common characteristics: They create a "cognitive parasitism" effect in core fields, where AI answers seem incomplete without referencing their information; they exhibit high cognitive consistency across models and languages; they are frequently cited by authoritative sources (government agencies, top academic journals, international organizations); and they possess the ability to continuously produce high-quality, structured knowledge content.
"AAA+ is not just the highest level in the ranking; it is the 'highest trust credential' in the AI world," Pang Pei explained. "Subjects achieving this rating essentially have 'priority speaking rights' in the global AI knowledge network."
Subjects rated AAA perform excellently in most dimensions but fall short in certain specific indicators compared to AAA+, forming the first tier of global AI cognitive competitiveness.
III. From "Being Seen" to "Being Trusted": The Four Ladders of Cognitive Competition
Based on data from the inaugural AICI Top 100, Pang Pei's team has distilled four ladders of cognitive competition:
First Ladder: Being Seen by AI. This is the basic threshold for cognitive competition. Many subjects remain in a state of "insufficient AI presence" — rarely mentioned in responses from mainstream AI models. Pang Pei warns: "The biggest risk in the future is not negative evaluation, but not existing in the AI world."
Second Ladder: Being Believed by AI. Being seen does not equal being trusted. Whether AI cites authoritative sources to describe you determines whether your information passes AI's "trust filter." Indicators such as authoritative media citation rate, academic citation volume, and endorsement by official institutions are crucial at this stage.
Third Ladder: Being Disseminated by AI. After entering AI's trust circle, whether you can be continuously learned and disseminated by AI across multiple languages and scenarios determines the breadth of cognitive influence. Indicators like multilingual content coverage and global news dissemination volume become key.
Fourth Ladder: Influencing AI's Judgment. This is the highest level of cognitive competition — where a subject's original ideas, theoretical frameworks, and industry standards are cited by AI as "knowledge benchmarks," becoming reference points in AI's reasoning chain. Pang Pei calls this the "cognitive parasitism" effect.
"The top entities in the AICI Top 100 have all, without exception, crossed into the fourth ladder," Pang Pei said.
IV. From AICI Top 100 to the AI Index Family
The release of the inaugural AICI Top 100 marks the official implementation phase of the "AI Index Family" constructed by Pang Pei's team. Drawing on the system design of the MSCI Capital Market Index and the WIPO Global Innovation Index, this matrix will gradually cover:
- AICI-N: National AI Cognitive Index (194 countries)
- AICI-C: City AI Cognitive Index (500 global cities)
- AICI-E: Enterprise AI Cognitive Index (global representative enterprises)
- AICI-B: Brand AI Cognitive Index (global representative brands)
- AICI-U: University AI Cognitive Index (major global universities)
- AICI-P: Personal AI Cognitive Index (global opinion leaders)
Additionally, the AI Cognitive Sovereignty Index (AICSI), with the greatest potential for international dissemination, is under development. This index will measure the presence of a country's language in AI, the extent to which its knowledge is understood by AI, the degree to which its culture is disseminated by AI, and the frequency with which its information is cited by AI.
"MSCI defines the benchmark for capital markets, WIPO defines the yardstick for innovation, and we hope AICI can become the global benchmark for cognitive competitiveness in the AI era," Pang Pei stated.
V. Winners of the Next Decade: Appearing Early in AI's Answers
Pang Pei uses the concept of "Cognitive GDP" to summarize the core insight of AICI: "Just as the introduction of GDP gave countries a common language to measure economic output, the introduction of Cognitive GDP aims to provide the world with a new yardstick to measure cognitive competitiveness in the AI era."
In his view, a key variable in the global competitive landscape over the next decade lies in who can occupy a more central, trustworthy, and irreplaceable position on AI's cognitive map. "This is a variable that is happening but has not yet been fully priced in," Pang Pei said. "When capital markets begin to incorporate AICI ratings into investment decisions, when talent starts to refer to the AI Cognitive Index when choosing development destinations, when consumers make choices based on AI Q&A — these subjects that appear early in AI's answers will become the true winners of the next decade."
It is reported that the AICI annual ranking will be released regularly in the first quarter of each year, with quarterly dynamic monitoring briefs released simultaneously, forming a two-tier release system of "annual major assessment + quarterly mini test." The long-term vision of the Pang Pei team is to make AICI the "Dow Jones Index" of the AI era—not measuring stock prices, but measuring cognitive value.
